“The disputant states in the South China Sea, both maritime and territorial, should submit their disputant to voluntary arbitration by the International Court of Justice to finally resolve their disputes by peaceful means in accordance with International law and the UN Charter. If China refuses to participate, then the ASEAN disputant states should proceed among themselves with the voluntary arbitration and rename the South China Sea the Southeast Asia Sea.”
